Can a clan of fewer than 10 people do a vault heist?

Clans of any size can participate, but there are 2 conditions for a successful heist:

1. All participants in the heist must have correctly cracked one of the three codes.
2. At least 10 people or 30% of the clan must have participated in the heist, whichever is greater.

For example, if the clan has 20 members, then at least 10 members must take part, otherwise the heist will fail.

If there are 40 members, then at least 12 of them must take part.
